UKRAINE STRENGTHENS PARTNERSHIP WITH DENMARK IN GREEN ENERGY SECTOR

On 30 May-1 June 2018 the official Ukrainian delegation headed by Minister of Energy and Coal Industry of Ukraine Ihor Nasalik visited Copenhagen, Denmark. The visit was organised within the framework of the Danish and Ukrainian governments’ collaboration on energy and in accordance with the Agreement on development and action cooperation of the Ukrainian-Danish Energy Center (UDEC, http://www.udec.org. ua). RE AUCTIONS IN KAZAKHSTAN

On May 23, 2018, the Auction System for Renewable Energy projects was launched in Kazakhstan. According to the Auctions Schedule, Auctions for a total 1,000 MW of installed capacity are planned to be held in 2018, divided by the following types of RE power plants: Solar Power Plants - 290 MW;
Wind Power Plants - 620 MW;
Hydroelectric Power Plants - 75 MW;
Bio Power Plants - 15 MW.
The organizer of Auctions is JSC KAZAKHSTAN ELECTRICITY AND POWER MARKET OPERATOR (KOREM). The First Wind Auction was held for the Northern Zone (Akmola, Aktobe, East Kazakhstan, Karaganda, Kostanay, Pavlodar and North-Kazakhstan regions) to select wind projects with a total capacity of 20 MW. 9 applications were received from Kazakhstani companies, with a single project capacity from 2 to 7 MW. IMPLEMENTATION OF MODERN TECHNOLOGIES FOR ASSESSMENT AND PRESERVATION OF NATURAL COMPLEXES IN THE TERRITORIES OF WIND POWER PARKS

A meeting of the Working Group on the implementation of modern technologies for the assessment and preservation of natural complexes in the territories of the wind power plants was held in Melitopol on 21 May 2018 at the initiative of the Scientific and Training Center "Biodiversity" (director – Valeiy Siokhin) of the Melitopol State Pedagogical University. Deputy Minister of Education and Science of Ukraine Maksim Strikha, scientists from Melitopol State Pedagogical University and I.I. Schmalhausen Institute of Zoology of National Academy of Sciences and the UWEA Board members- Andriy Konechenkov and Galyna Shmidt participated in the vent.

FIRST INTERNATIONAL NEW ENERGY FORUM: WIND & HYDROGEN

A significant energy event took place in Kyiv on 17 May 2018 - for the first time a New Energy Forum “Wind and Hydrogen”, organized by the Ukrainian Wind Energy Association and the Energy Association “Ukrainian Hydrogen Council” was successfully hold in Ukraine. The co-organizer was A7 Conferences. The Forum was attended by 300 delegates from 16 countries - representatives of investment companies, manufacturers of wind power equipment, national and international wind developers, bankers, lawyers. FIRST PUBLIC HEARINGS ON EIA FOR A WIND POWER PLANT UNDER THE NEW LEGISLATION

Public hearings on the outcomes of the Environmental Impact Assessment conducted for  Orlivska Wind Power Plant  were successfully held on 24 April  2018 in the village of Raynivka, (the Orlivska Village Council) Primorsky District,  Zaporizhzhya Region. The project will construct 100 MW wind power plant and 150 kV overhead power lines of approximately 21 km. The event was organized by the Department of Ecology and Natural Recourses of Zaporizhzhya Regional State Administration in line with Resolution of the Cabinet of Ministers of Ukraine №989 “Procedure for conducting public hearings within the process of environmental impact assessment”.  Representatives of local community (people from the villages of Raynivka and Orlivka), company Orlovskaya Wind Power Plant (DTEK RES), which implements the project and the companies – EIA developers participated in the public hearings.

NEW CONCEPT OF INTRODUCTION OF COMPETITIVE PRICING MECHANISMS FOR ELECTRICITY FROM RES

On 19 April 2018 there was a round table “On Concept of Introduction of Competitive Pricing Mechanisms for Electricity from Renewable Energy Sources and Proposals Submitted to It”. This was a continuation of the discussions begun on 13 March 2018 by the Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety. In his opening speech, deputy chairman of the Verkhovna Rada Committee on Fuel and Energy, Nuclear Policy and Nuclear Safety, MP Alexander Dombrovsky, stressed that “green” energy remained a priority for Ukraine. Taking into account modern European tendencies and in order to prevent negative experience in the development of “green” generation in certain EU countries, “a discussion has been initiated in Ukraine to find the tools and mechanisms for both investor and consumer to move forward under clear and stable rules." Memorandum of Cooperation between Association of System Support for Ukrainian Reforms and Technologies of Low-carbon Economy and UWEA

On 10 April 2018, President of the Public Union Association of system support for Ukrainian reforms and technologies of Low-carbon Economy Vasyl Gureyev and Chairman of the Board of the Public Union Ukrainian Wind Energy Association Andriy Konechenkov signed a Memorandum of Partnership and Cooperation between the organisations (hereafter - Memorandum). The memorandum identifies the main aspects of cooperation aimed at future balanced development of the Ukrainian energy sector. The parties will promote the best world practice and experience of using low carbon technologies for electricity generation, in particular, wind, solar and hydrogen technologies. UWEA EXPRESSED ITS POSITION ON A NEW CONCEPT OF AMENDMENTS TO APPLICABLE LAW AND TRANSITION TO THE AUCTION MODEL

On 13 March 2018, a round table “Implementation of Competitive Instruments for Purchasing “Green” Energy in Ukraine” was held at the Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety. The head of sub-committee on electricity industry Lev Pidlisetskiy, MP, introduced a new concept of amendments to applicable law and transition to the auction model. On March 5-6, 2018 New York, USA, hosted Forum “Invest and Trade in Ukraine’18”. EFFECTIVE TERM OF TECHNICAL SPECIFICATION FOR RES FACILITIES – UP TO FIVE YEARS

At their meeting on 28 February 2018 the members of the Verkhovna Rada Committee on Construction, Urban Development, Housing and Communal Services unanimously supported and finalised the revised bill No 6081 “On regulation of urban development activities" with regard to creating better investment opportunities in the sphere of generation of renewable energy” for the second reading (http://w1.c1.rada.gov.ua/pls/zweb2/webproc4_1?pf3511=61140). The bill drafted by the State Agency on Energy Efficiency and Energy Saving of Ukraine and Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety will resolve the problem of ineffective reservation of capacities required to connect RES facilities to the electrical grid. “By now 4.2 GW of the total of 4.5 GW of capacities of the renewable energy facilities have been reserved for grid connection.
