The issues related to the successful implementation of the wind power project, namely: the study of wind potential, the forecasting of electricity generation at wind farms, as well as financing opportunities were discussed at the workshop “Pure Experience In Onshore Wind Energy”. The workshop organized by DNV GL and UWEA was successfully held on 29 May 2017 in Kiev.
DNV GL representatives (the company provides consulting services at all phases of wind project) highlighted the most common mistakes associated with the development, construction and operation of the wind farms. More than 60 participants had an opportunity to learn how to avoid and solve the most common mistakes.
“In a challenging world we make businesses better prepared”, stressed Marek Roszak, Head of Renewables Advisory Section in Poland, DNV GL.
“Carrying out a proper measurement campaign helps to significantly reduce the uncertainty of the energy yield prediction. This allows to secure the financing for the project at better terms”, advised Stanislav Gerasymenko, a representative of DNV GL.
According to the new law On Electricity Market of Ukraine adopted by the Ukrainian Parliament of Ukraine late April, since 2021 wind generators shall be financially responsible for imbalances they cause in the system. Vyacheslav Molibog, the representative of DTEK Wind Power (an owner and operator of the largest wind farm in Ukraine - Botiyevskaya WPP), in his presentation devoted to short-term forecasting of electricity generation at the WPP identified the challenges and difficulties that wind generators faced in Ukraine. “The time is required for the national wind sector to comply with a new requirement. We should not only develop an appropriate forecasting system, but also determine the rules for these forecasts to be provided and evaluated”, stressed Vyacheslav.
Rodion Morozov, Director of Environmental Reengineering and Implementation of Resource Conservation Projects, JSB Ukrgasbank, informed: “Since May 2016 Ukrgasbank has signed 21 loan agreements in the field of renewable energy totaling Euro 83.5 million, that is equivalent to annual saving of 135 million of cubic meters of natural gas and reduction of 278 thousand tons of CO2”. Technological due diligence of projects conducted jointly with IFC and priority consideration for all Eco Projects are one of the Ukrgasbank advantages.
Olga Yeriomina, Senior Banker, Power and Energy Utilities, EBRD said: “As of today EBRD portfolio in the Ukrainian RE sector consists of 11 projects, including wind farms and more than 20 renewable projects – in pipeline”. The EBRD can start looking at project financing opportunity from an advanced stage of project development. The Bank runs its independent project due diligence: financial, technical, environmental and legal.
Considering the great interest of participants and importance for the Ukrainian wind power market, seminar organizers decided to organise a webinar devoted to short-term forecasting of electricity generation at the WPP.
