On 3 December 2020 Ministry of Energy of Ukraine announced its view on the quotas for RES auctions in 2021 and indicative forecast quotas for 2022-2025. Representatives from NPC Ukrenergo, SE Guaranteed Buyer, State Agency on Energy Efficiency and Energy Saving and key players in the RES market of Ukraine including “green” electricity producers, industry associations participated in the meeting. First Deputy Minister of Energy Olga Buslavets chaired the meeting. The UWEA was represented by Andriy Konechenkov, Chairman of the Board, and representatives from the UWEA member companies.
In accordance to the Ministry’s position the following quotas for wind technology are planned for the next 5 years: 150 MW for 2021, 170 MW— for 2022, 190 MW — for 2023, 210 MW — for 2024 and 230 MW — for 2025.
Two wind energy auctions are scheduled for 2021. The first one covering 50 MW is planned for June, while the second one covering 100 МW - for November. The total capacity distributed among different types of renewables thorough auctions in 2021 amounts to 365 MW.
Olga Buslavets explained: “Indeed, we could announce our proposals for support quotas and “green” auctions later than we have planned. In order to reach a comprise and ensure interest of all types of RES generation we have to extend the process of calculations.”
She also noted a possibility of increasing quotas in the following years: “There is a number of actions that will enable us to increase quotas including, as example, construction of highly manoeuvrable generation. Ministry of Energy has already developed the Order for conducting tenders for construction of new manoeuvrable facilities. The adoption of the draft law No 3657 will speed up the process. We hope for the first tenders on manoeuvrable generation to be conducted still next year”.
Andriy Konechenkov commented: “We are grateful to the Ministry of Energy for having presented the long-awaited support quotas for 2021- 2025 and the schedule of "green" auctions. Indeed, the Ministry has done a great job. Auctions could stabilize the tariff rates for electricity while RES will compete with fossil fuels. Unfortunately, numbers for wind power auctions are slightly different from what we expected.” Andriy Konechenkov also noted the urgency of a State Plan for the Development of Balancing Capacities in Ukraine by NPC Ukrenergo.
