Authorization
According to the Convention on the Conservation of European Wildlife and Natural Habitats (hereinafter - the Berne Convention) and the Association Agreement between the Ukraine and the European Union, the European Atomic Energy Community and their member states, Ukraine has made commitments to developing Emerald Network, the main task of which is to ensure a favourable status for the conservation of wildlife and natural habitats of European importance.
Since 2018, the Berne Convention Standing Committee has received 3 complaints about possible threats to such Emerald sites as Polonina Borzhva (UA0000263) in the Transcarpathian region, Zatoky (UA 0000214) in the Kherson region and Cholhynskyi (UA0000178) in the Lviv region that could be caused by construction of wind power plants there.
In order to preserve wildlife and natural habitats in the Emerald Network territories, forge a common understanding and a vision for the conservation of biodiversity and development of wind energy and avoid the opening of the Bern Convention’s cases files, a meeting in which representatives of the Ministry of Energy and Energy, UWEA Secretariat, scientist and environmental NGOs, wind energy companies and Environmental Impact Assessment (EIA) consultants was held on October 15, 2019 at the Ministry of Energy and Environmental Protection of Ukraine.
The participants of the meeting identified a number of problematic issues related to the imperfection of existing environmental legislation and the lack of methodological support in Ukraine for the assessment of the status of biodiversity in wind project areas and effects related to the wind projects implementation. An action plan was adopted for the next 3 years to address the identified gaps. The participants agreed to establish a working group under the Ministry of Energy and Environmental Protection of Ukraine.
