On 3 December 2020 Ministry of Energy of Ukraine announced its view on the quotas for RES auctions in 2021 and indicative forecast quotas for 2022-2025. Representatives from NPC Ukrenergo, SE Guaranteed Buyer, State Agency on Energy Efficiency and Energy Saving and key players in the RES market of Ukraine including “green” electricity producers, industry associations participated in the meeting. First Deputy Minister of Energy Olga Buslavets chaired the meeting. The UWEA was represented by Andriy Konechenkov, Chairman of the Board, and representatives from the UWEA member companies. In accordance to the Ministry’s position the following quotas for wind technology are planned for the next 5 years: 150 MW for 2021, 170 MW— for 2022, 190 MW — for 2023, 210 MW — for 2024 and 230 MW — for 2025. On October 30, 2020, the Ukrainian company WindFarm and the Сhinese company POWERCHINA concluded a contract on joint implementation of 800MW Wind Power Plant in Manhushskyy and Nikolskyy districts of Donetsk region. With total project value exceeding 1 billion USD, 800 MW wind farms has become the largest one in Ukraine. The project represents completely new and favorable for Ukraine approach to the wind development in Ukraine – electricity generation and selling of electricity to consumers without any “green” tariff. On October 13, 2020 the International Energy Agency published its flagship the World Energy Outlook 2020 (WEO-2020), focused on the next 10 years of energy system development with close attention to the impacts of the Covid-19 pandemic on the energy sector, and the near-term actions that could accelerate clean energy transitions. The strategic insights from the WEO-2020 are based on detailed modelling of different potential pathways out of the crisis, covering all regions, their energy systems, priority fuel and energy policy. According to the WEO-2020, the global energy demand is set to drop by 5% in 2020, energy-related CO2 emissions by 7%, and energy investment by 18%. The modern renewable energy sector (“RES”) of Ukraine has faced an energy crisis with the consequences continued to be felt even after the MoU between the RES investors and the Government was signed and the corresponding Law of Ukraine No 810-IX passed the Parliament. On 31 July 2020, the President of Ukraine Volodymyr Zelenskyy signed the Law No 810-ІХ “On the Amendments to Certain Laws of Ukraine on Improving the Conditions of Support for Electricity Production from Alternative Energy Sources”. The Bill based on the provisions of the Memorandum of Understanding concluded between the Government of Ukraine and RES business community on 10 June 2020, provides for lowering “green” tariff for wind and solar, establishes the terms of “green” electricity off-taker debt restructuring, determines RES generators’ liability for imbalances and introduces the “green” auctions.
