18 September 2018 the Ukrainian Wind Energy signed a Memorandum of partnership and cooperation with the Office of the National Investment Council of Ukraine. The Office of the National Investment Council of Ukraine and the UWEA have agreed to work together on reforming the renewable energy sector, to exchange information and experience, develop partnerships with RES representatives in other countries, jointly contribute to the development of alternative energy in Ukraine, and ensure that investors have all the information needed and can rely on support and assistance in implementation of their projects in Ukraine. The first Ukrainian Energy Investment Night organised by A7 CONFERENCES took place on September 14, 2018 on board of Liner Rosa Victoria. Memorandum of Partnership and Cooperation between Public Union Ukrainian Wind Energy Association and Office of Renewable Energy Ambasador Ruslana Lyzhychko was signed on 13 September 2018. The memorandum identifies the main aspects of cooperation aimed at future sustainable development of the Ukrainian energy sector. On 4 September 2018, the Verkhovna Rada of Ukraine adopted in the second reading draft law No. 8015 "On the Amendment of Certain Laws of Ukraine Regarding Investment Attractiveness of the Construction of Renewable Energy Objects" (the "Draft Law"). The Draft Law aims at eliminating administrative barriers during the construction of wind power plants and enhancing investment attractiveness of the wind power sector of Ukraine. The Draft Law contemplates that a wind power plant can be assigned the insignificant consequence class (CC1), provided there is a positive conclusion of the relevant authority in charge of environmental impact assessment. In this event, it will be possible to commence construction woks following developer's notice on the commencement of construction works served on the relevant architectural and construction control authority. On 23 August 2018 the public hearing to present potential environmental impacts of 150 MW Dnistrovskaya wind power plant were successfully held in 5 villages in Belgorod-Dmistrovskiy district, Odessa region. Local residents, representatives from the UWEA, a project development company and a company that conducted environmental impacts assessment participated in the events. Andriy Konechenkov, Chairman of the UWEA Board, presented the current state of wind energy sector in Ukraine and worldwide. The participants had the opportunity to see a film about modern wind power plants commissioned in Ukraine in the past 5 years, produced at the request of the UWEA. Construction of the first wind power plant in Odessa region - Ovid Wind 1 with installed capacity of 32.4 MW is being continued. The project is implemented by the Turkish company Güriş Inşaat ve Muhendislik A. Ş., a member of Güriş group of companies.
Discussions on the development of renewable energy facilities in the territory of Lviv and Ivano-Frankivsk regions, namely, the possibilities of increasing the renewable energy capacities at the Burshtynska TPP Island took place in Lviv on 16 August 2018 in the premises of the Western power system company of the NEC “Ukrenergo”. On 9 August 2018 SYVASHENEROPROM LLC, the developer of a new wind farm in Kherson region, conducted the public hearing in the village of Grygorivka, Chaplynskiy district, Kherson region to present potential environmental impacts of the proposed project. The public hearings were attended by residents of the Prisyvaska territorial community. 64 wind turbines are planned for installation on the project site. Syvashskaya wind farm is expected to generate about 913 million kWh of “green” electricity per year. During his greeting address Alexander Bureiko, Chairman of the Chaplinsky District State Administration noted the importance of the project for the local community, “new wind farm will generate clean electricity, provide new jobs and account for a significant part of fiscal revenue to the local budgets. Europe added 4.5 GW of wind energy capacity in the first half of 2018, according to figures released today by WindEurope. The figure is down on the same period last year (6.1 GW) though is in line with expectations. There was 3.3 GW of onshore wind, driven by Germany (1.6 GW), France (605 MW) and Denmark (202 MW). The 1.1 GW of offshore wind was mainly in the UK (911 MW), Belgium (175 MW) and Denmark (28 MW). Germany is set to install new offshore wind in the second half of the year. For the whole of 2018, we expect to see 3.3 GW new offshore wind and 10.2 GW of onshore wind. This will mean 13.5 GW of new wind capacity in total for the year. Odessa region of Ukraine will use environmentally friendly wind energy still in 2018. Construction of the first phase of the wind power plant - Ovid Wind 1 with installed capacity of 32.4 MW was started in Ovidiopolsky district. This project is implemented by the Turkish company Güriş Inşaat ve Muhendislik A. Ş., a member of Güriş group of companies. The first three wind turbines GE 3.6-131 with unit capacity of 3.6 MW, HH-131 m, were installed in late July 2018. The commissioning of the wind farm is planned for the autumn of this year. The capacity of the second phase of the project - Ovid Wind 2 is planned to be 50.4 MW, and the permitting process is continuing.
