INTEGRATION OF RENEWABLES INTO THE POWER SYSTEM – CONSTRAINTS OR NEW OPPORTUNITIES

On 16 September 2019 Public Union “Ukrainian Wind Energy Association” hosted a workshop “Integration of Renewables into the Power System – Constraints or New Opportunities”. The event supported by the Ministry of Energy and Environmental Protection of Ukraine brought together renewable energy industry associations, representatives from a wide range of investors, law and technical companies, wind energy specialists and experts to discuss modern RE technologies including hydrogen and biogas to balance variable renewables such as wind and solar.

The workshop was held with an active participation of the Finnish corporation Wärtsilä – a global leader in advanced technologies and complete lifecycle solutions for energy system integration. The event partners include: UDP Renewables, Acciona, DTEK Renewables, Energy Association “Ukrainian Hydrogen Council”; legal partner was a law firm Sayenko Kharenko. More than 180 participants registered for the event.

In her opening speech Olga Buslavets, Director General of Energy Markets Directorate stressed: “The priorities of the new government have already been reflected by a recent merger of the Ministry of Energy and Coal Industry with the Ministry of Ecology and Natural Resources of Ukraine. I believe that the global trend towards environmental protection, conservation of climate and clean energy generation will continue to be implemented in Ukraine”.

Olga Buslavets focused on issues related to RE auctions in Ukraine: “We expect that a new state aid mechanism will allow us to determine the real market price of “green” electricity and coordinate the industry rate of growth with the technical ability of the Ukrainian energy system to accept RE capacities while maintain its operating mode in safe regime”.

Andriy Konechenkov, Chairman of the UWEA Board: “The issue of balancing the energy system linked to rapid increase in installed renewables capacities in Ukraine is becoming extremely important for the large-scale integration of renewable energy sources into the national energy system”.

Igor Petryk, Senior Market Development Manager, Wärtsilä: “Regarding design of a national energy policy and its implementation, I would suggest Ukraine to consider the Brazilian model, where the National Energy Council exists as a separate strategic body at the Cabinet of Ministers’ level, and is responsible for developing a national energy policy. The Ministry of Energy implements policies building on the National Council’s experiences. In addition, there is a “technical” organization - the Energy Planning Agency, which annually develops 5-year energy system development plans based on modelling, sets the technical requirements for participation in auctions etc. And what is important - the selection of investment projects is carried out by the Regulator on the basis of technological and economic impact assessment of each project on the energy system”.

Maryna Hritsyshyna, Counsel, Sayenko Kharenko informed: “On 10 July 2019 the Cabinet of Ministers of Ukraine by its Resolution No. 677 approved the Procedure on Carrying out Contest on Construction of Generating Capacity and Performance of Measures of Demand Management.  Ukrenergo’s Report on Compliance Assessment (Sufficiency) of the Generating Facilities should be approved by the National Energy and Utilities Regulatory Commission of Ukraine to initiate construction of new generating facilities, which shall be used for the purpose of balancing the Ukrainian power system, in particular due to rapid development of generation of electricity from RES”.

Oleksandr Riepkin, President of the Energy Association “Ukrainian Hydrogen Counsel” presented the prospects of integration of “green” hydrogen into the energy system.

Georgiy Geletukha, Chairman of the Board, Bioenergy Association of Ukraine stressed: “Bioenergy opens up the possibility of generating additional electricity during peak loads by integrating biogas storages into bioenergy projects, and biomethane production with it further pumping into the gas grid”.
