On December 4, 2013 Kazakhstan's capital Astana hosted the International Investment Forum on Renewable Energy organized by the Ministry of Environment and Water Resources in collaboration with the International Finance Corporation (IFC), сompany Ernst & Young, the Association of Renewable Energy of Kazakhstan and the world leading wind manufacture – Danish company Vestas. The forum was aimed at discussion of the support mechanisms for RES and issues related to the renewable energy projects financing in Kazakhstan.
The Government of Kazakhstan has set a goal to reach 3 % share of RES in electricity generation by 2020 and 30% - by 2050. In addition, in July 2013 the amendments to the Law "On supporting the use of renewable energy sources", have been introduced to define the mechanism of guaranteed tariffs for investors in the field of "clean" energy.
In his speech N.Kapparov, Minister of Environment and Water Resources informed that the Government of Kazakhstan had been considering tariffs for electricity generated from RES. "Today I want to say that we are planning to adopt the attractive fixed tariff for 2014 with a validity of 15 years, " said he. Thus the possible tariffs for wind power plants could amount to appr. 9.5 eurocents per 1 kWh, for solar - appr. 14.5 eurocents, for small hydro - about 7 eurocents and for biogas - about 13.5 eurocents.
Ukrainian Wind Energy Association was invited to participate in the Forum by the Danish company Vestas, to share the experience gained in the wind energy sector in Ukraine. "Despite the favorable "green" tariffs existing in Ukraine, there has been a serious problem related to grid connection in the country. The investor will be protected from such risks provided there is a state guarantee for wind plants connection to the grid based on the approved national grid development plans, "- said Andriy Konechenkov, the Chairman of the Board in his presentation at the Forum.
