On October 25, 2019, the Global 100%RE Ukraine public platform hosted a press conference “GLOBAL 100%RE UKRAINE: 100% Clean Energy Today – 100 Years of People’s Lives Tomorrow”, which was attended by representatives of leading associations and companies in the field of sustainable energy.
The goal of the press conference was to spread the idea of the Ukraine’s transition to 100% renewable energy and to express a common position on the provisions of the draft Law No. 2236-2 from 15.10.2019 provided for retrospective amendments to the Law of Ukraine “On the Electricity Market”.
During the press conference, participants of the Global 100%RE Ukraine platform strongly criticized the Draft Law No. 2236-2, as it contains certain provisions that contradict the current legislation of Ukraine and violate the rights of economic entities producing electrical energy from renewable energy sources at power plants with installed capacity exceeding 150 MW. The adoption of this bill runs counter to the Ukraine’s President’s and Government’s statements on protecting investments in Ukraine.
After the press conference, all participants of the Global 100%RE Ukraine platform signed a letter addressed to the Chairman of the Verkhovna Rada Committee on Energy and Housing and Utilities Services Andriy Gerus, People's Deputies of Ukraine, and to the Minister of Energy and Environmental Protection of Ukraine Oleksiy Orzhel demanding the revision of the bill for its compliance with the principles of European legislation and the Energy Charter, international treaties and agreements ratified by the Verkhovna Rada of Ukraine, which contain commitments to improve the investment climate and respect for investor rights, as well as to increase the share of RES in the country's energy balance.
The press conference participants proposed to involve representatives of Global 100RE Ukraine actively in finalization of the draft Law No. 2236-2 and further work on improving RE legislation.
Global RE Ambassador and Board Member of “Global 100%RE Ukraine” Ruslana Lyzhychko, stressed that “green” energy development is an investment in human health. People of over the world stand for clean energy, clean planet. It’s not just a trend; it’s a pressing need! It cannot be otherwise. “100% Renewable Energy ONLY” is among the most urgent issues on the global agenda. This is more than just the Paris agreement. This is more than just the Kyoto Protocol. It is an investment in people's health, in the quality of life, in the plant we inhabit.
Ivan Haydutskyy CEO of “Global 100%RE Ukraine” claimed that such government's activities "are retrospectively threatening the development of the industry. We cannot afford to remain silent. Why? Because, first of all, we speak about the future of our country and we believe it should be green. There is no strategic vision of industry development in the country. Nor is there any constructivism in the dialogue between the government and RE sector stakeholders. We believe that a dialogue about a “green” future for our country is required, and the whole world is going this way. The Paris agreement and the climate summits, both in New York and in other cities, confirm this. GDP growth should focus on the country's "”green"” GDP. And a fight against climate change must be a global mainstream, because it is a fight for human life expectancy".
Andriy Konechenkov, Chairman of the UWEA Board, and Board Member of “Global 100%RE Ukraine”: "We should calculate the future development of green energy. Given the existing political and economic risks, the investor in new wind and solar projects should have a clear idea of the guarantees that will be granted. We shall then require no discussions about possible retrospective reduction in the green tariff rates and other restrictions that shall be provided by the draft law No. 2236-2”
