On 25 July 2018 the Preparatory meeting of the working group on drafting new support system for Renewable Energy was organised by the Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety. The relevant draft bills registered in the Verkhovna Rada (No.8444, No.8444-1, No.8444-2, No.8449-3, No.8449-4, No.8449-5, No.8449-6 and No8449-7) were discussed by the participants.
The meeting was attended by PMs of Ukraine, representatives of the Central Executive Authorities, the EBRD and JSB UKRGASBANK, industry associations and law firms actively involved in the renewable energy market of Ukraine.
As noted by Olexandr Dombrovsky, MP, First Deputy Chairman of the Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety at the opening of the meeting, it’s planned to agree on a general concept of changes in the RE support system in Ukraine by early September 2018.
In particular, Olexandr Dombrovsky noted that the current RE support model in Ukraine required changes. Total capacity of all new RE projects that have been granted technical conditions for grid connection exceeds 9 GW. “Implementation of all these projects under the existing high level of "green" tariffs, primarily on solar energy, would totally destroy the industry”, said Mr.Dombrovsky.
“Grid balancing is a technical challenge for the industry”, Mr. Dombrovsky stressed. “At the same time, thermal power facilities are critically worn out. So, we have no alternatives to clean “green” technologies in Ukraine. Despite all the political processes, the Verkhovna Rada of Ukraine should approve a generally agreed bill on a new system for supporting renewable energy by the end of this year. This is our task. It will allow us to formulate strategic horizons for investors”, summed up Olexandr Dombrovsky.
Serhiy Savchuk, Chairman of the State Agency on Energy Efficiency and Energy Saving of Ukraine, stressed that the introduction of the auctions should be consistent and ensure the fulfilment of the renewable energy goals in line with the Energy Strategy of Ukraine until 2035 and Ukraine's international obligations.
Olga Buslavets, Director of the Directorate for Energy Markets at the Ministry of Energy and Coal Industry of Ukraine, noted: "The existing RE support model based on "green” tariffs was efficient at the initial stage of renewable energy development. Since its introduction in 2009, the installed RE capacity in Ukraine has increased from nearly zero to over 1.5 GW (PV and Wind power plants in the Crimea and small power generating installation of private households are excluded)”. She proposed to use successful experiences gained by the countries leading in RE development.
Andriy Konechenkov, Chairman of the UWEA Board, Vice President of the WWEA in his speech noted that majority of the proposals made by the Central Executive Bodies coincide, in one way or another, with the proposals by the wind developers and law firms actively involved in wind powr sectors. According to Andriy Konechenkov European experts from the countries with already active auction systems should be involved in future discussions of the bills. Mr Konechenkov forwarded the Minutes of the Open Meeting of the UWEA Board from 4 July 2018 devoted to the draft bills to the Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety.
PMs decided to set up several working groups to draft bill's provisions on such issues as the premium for using locally produced equipment, grid connection, household wind and/or solar installations etc.
