In 2014, all wind power plants (WPP) located in the mainland Ukraine generated about 1, 124 bln kWh of electricity, which corresponds to approximately 0.62% of the total electricity generation in the country, or 0.9% of the total installed capacity of all power generating facilities. In comparison with 2013 electricity generation from wind in mainland Ukraine has more than doubled. The electricity output from the Ukrainian wind power sector (including Crimea) amounted to 630 mln kWh in 2013.
“Green” electricity generated by wind power saved more than 500 000 tons of carbon dioxide emission.
According to the market survey conducted by the experts of the Ukrainian Wind Energy Association, new 126,3 MW wind capacities were added in the country in 2014. Thus, by December 31, 2014 the cumulative installed capacity of wind energy sector in mainland Ukraine reached 409,5 MW.
The installed wind capacity of the Crimea temporarily occupied by Russia has remained unchanged – 87,7 MW. New wind project development was stopped due to the annexation of the Crimea by the Russian Federation. Moreover, in the period from April to August 2014 inclusive all wind power plants of the Crimea were stopped.
Currently, three wind farms are located in the war zone in the eastern Ukraine – two in Luhansk region and one – in Donetsk region. Further development of these wind projects has been suspended.
Due to the economic crisis in the country resulting from the Russian military intervention in Ukraine, UWEA’s experts have to cut its forecast for 2015 from the previously projected 900-1000 MW to 550 MW (including Crimea).
According to the Chairman of the UWEA Andriy Konechenkov the main barrier to further successful wind development in the country is violation of the laws by the National Commission for State Energy and Public Utilities Regulation of Ukraine that, in particular, has rejected to revise the "green" tariffs despite the fact that in accordance to the Law of Ukraine “On Electric Power” green tariffs are index-linked to inflation, i.e. they are subject to a monthly revision based on the EUR/UAH exchange rate.
"The main goal of the Ukrainian Government in the energy sector is to ensure national energy independence by maximizing Ukraine’s security of supply and reducing dependence on imported energy carriers. Local renewable energy sources can and should become the alternative to the fossil fuels . National Action Plan for Renewable Energy for the period up to 2020, adopted by the Cabinet of Ministers of Ukraine on October 1, 2014, proves this thesis. At the same time breach of the Ukrainian obligations under the European Energy Treaty can cause irreparable damage not only to the international image of Ukraine, but sends a counter-productive signal to the investors”.
