Ukrainian Wind Energy Association - Energy Community meeting

Meeting between the members of the Ukrainian Wind Energy Association and the European Energy Community with the participation of the European Wind Energy Association took place in Vienna, Austria, on 3 July 2015. 

Participants discussed the regulatory challenges experienced by the Ukrainian wind industry, in particular, lack of indexation of the green feed-in tariff in the period of August 2014 – February 2015; cuts to the feed-in tariff in February and March 2015 and exclusion from the market of wind assets adjacent to conflict zones. Additional issues related to priority access, VAT recovery and import tariffs were highlighted as part of a generally challenging regulatory environment.

The EC noted that the recently voted law On Introducing Changes to Certain Laws of Ukraine Regarding Competitive Conditions for Production of Electricity from Alternative Energy Sources remedies these problems for the future (guaranteed feed-in tariff) but acknowledged the law has yet to be signed by the President of Ukraine.

Within the framework of the Association Agreement between Ukraine and the European Union, Energy Community is in regular contact with the Ukrainian authorities and closely monitors policy issues including local content rules.

The meeting outlined further steps for cooperation aimed at supporting and developing wind energy in Ukraine.
