Your Honorable President Zelensky, We, a group of international and Ukrainian investors that represent the majority of the Ukrainian renewable energy sector in terms of installed capacity of operational power plants, power plants under construction and new projects with signed Power Purchase Agreements, respectfully submit this letter as part of the investment community which has successfully supported Ukraine over many years in bringing foreign direct investments and supporting economic growth. Signatories of this letter have invested more than EUR 4.0 billion in Ukrainian renewable energy projects, and have also made commitments to further investments exceeding EUR 2.0 billion over the next 3 years. On December 16, 2019, Kyiv hosted the second Green Forum “ECO- transformation – 2019”, which brought together key players of energy and environment markets, those leading Ukraine to a new paradigm - “green” economy, “green” GDP, new quality of life and environment. On 13 December 2019, the National Energy and Utility Regulatory Commission (“NEURC”) in accordance with the requirements of the Laws of Ukraine “On the Electricity Market” and “On Alternative Energy Sources” adopted a number of resolutions regarding the sale of electricity produced from renewable energy sources (“RES”): The Resolution regarding amendments to the Order on Purchase by the Guaranteed Buyer of Electricity Produced from Alternative Energy Sources (“Order for RES producers”) and the Template Power Purchase Agreement Under the Feed-in Tariff (“PPA under feed-in tariff”), approved by the Resolution of the NEURC No. 641 dated 26.04.2019. On November 28, 2019, at the 10th International Renewable Energy Investment Forum the Ministry of Energy and Environmental Protection of Ukraine (Ministry) presented a Draft law on changes to the RES support scheme in Ukraine. According to Kostyantyn Chyzhyk, the Deputy Minister, the Draft Law was developed in close cooperation with RES market participants, industry associations and investors. But we can confidently assert that the Ministry has neglected the proposals made by business. On 25-27 November 2019, Rio de Janeiro, Brazil, hosted the 18th World Wind Energy Conference WWEC 2019, an annual international conference of the World Wind Energy Association, with more than 300 participants from 20 countries discussing all aspects of wind power utilization. The main theme of the conference “Large-scale integration of wind power” pointed at one of the most important challenges for the mankind. Manifold solutions and approaches for a large-scale integration of renewable energy and eventually a 100% renewable energy supply were presented and discussed during 3 days of intensive work. These solutions have been already successfully applied in different parts of the world and include various forms of storage, e.g. batteries, hydrogen or hydro pump storage, flexible and smart grids, demand side management and beyond. On 26 November 2019 REN 21 presented its new Global Status Report “Renewables in City” within the 18th World Wind Energy Conference (WWEC 2019), which was held in Rio de Janeiro on 25-27 November 2019. The cities report is the first comprehensive resource to map out the current trends and renewable energy developments in cities and the role of local action in the renewable energy transition. It looks at trends and developments of renewable energy in cities and its associated benefits, including impacts on air pollution, energy security and access, and socio-economic issues etc. The REN21 experts came to the following conclusions: 1.
