The Law of Ukraine “On the National Commission for state regulation in the energy and utilities” (hereafter “the Law”) adopted by the parliament on 22 October 2016 in the second hearing was officially published in the newspaper “Golos Ukrainy” (Voice of Ukraine). The law came into force on the day following the day of its publication, except for the first paragraph of Article 11, Article 13 of this Law, which will come into force on 1 January 2017. The 22nd Session of the Conference of the Parties (COP 22) to the UN Framework Convention on Climate Change (UNFCCC) was held in Marrakech, Morocco from 7-18 November 2016. 48 countries declared their readiness for implementation of their ambitious plans for the transition to 100% RES by 2050. Long-term funding to combat climate change was one of the main issues addressed more than 20 thousand delegates from 196 countries. National representatives appealed for the complete rejection of the use of coal - the one of the main sources of global warming. At its open meeting on 7 November 2016 the National Energy and Utilities Regulatory Commission established a 10% premium to the “green” tariff for the use of equipment of Ukrainian origin at the first starting complex of a wind power plant Ochakovskiy (the first phase of Dmitrovskiy wind park). Ochakovskiy wind power plant located in Mykolaiv region is a part of Wind Parks of Ukraine group.
Such decision on establishing a bonus to the “green” tariff was made by the national regulator for the first time since introduction of the corresponding provision in the Ukrainian RE laws in 2015. Remarkable is also the fact the company met required 50% of the domestically manufactured equipment and received a maximum 10% bonus.

Last week (October 31-November 3, 2016) Tokyo, Japan hosted the 15th World Wind Energy Conference «Concentrating Efforts for Wind Power Generation in Japan and Worldwide» organised by the World Wind Energy Association and the Japanese Wind Power Association. A total of 500 participants from 33 countries attended the 3 day Conference. The Conference covered all aspects of wind utilisation, science and technology, related policies, manufacturing, development, operation, community involvement as well as other economic and social issues. The significance to the world of the agreement reached at the Paris UN Climate Change Conference was noted by representatives of the government of Japan, many speakers from Japan and other countries. On 19 October 2016 a Working Group meeting devoted to the implementation of modern technologies on assessment and conservation of natural systems on the territories of modern wind farms was held by the scientific and educational centre Biodiversity of the Melitopol Pedagogical University named after Bohdan Khmelnytsky (SEC Biodiversity) at the Botievo wind farm in Zaporizhzhya region.
The event supported by the Ukrainian Wind Energy Association and the company Wind Power (DTEK), owner of the Botievo Wind Farm, aimed at extending the natural systems monitoring experience successfully gained at the Botievo wind site to other wind farm projects in Ukraine. On 18 October 2016 the Global Wind Energy Council released its latest publication - the Global Wind Energy Outlook. By 2030 wind power could reach 2,1 TW, and supply up to 20% of global electricity, reducing CO2 emissions by more than 3.3 billion tonnes per year, and attract annual investment of about €200 billion. The report outlines scenarios where wind could supply 20% of global electricity by 2030. More than 1 million people worldwide are employed by the wind industry alone, a 5% increase over last year. Wind employment in the US rose by 21% in 2015 – 12 times faster than overall job creation in the US economy. Renewable energy employment could exceed 24 million people worldwide by 2030. Asia is the world largest regional wind market with an overall total installed capacity of 175.8GW. In terms of annual installations China maintained its leadership position in 2015 by adding 30.8 GW of new wind power capacity to the grid, the highest annual number for any country ever....

Two more wind turbines were commissioned at WPP "Staryi Sambir-1" on 7 October in Sambir district, Lviv region. Total capacity of the wind plant that consists of 4 Vestas 112 wind generators has reached 13.2 MW. WPP is expected to produce 36.0 mln kWh of clean electricity annually.
