A training workshop within the USELF programme “EBRD: financing wind energy in Ukraine” took place in Kiev on December 1, 2011. Representatives of UWEA, leading Ukrainian wind developers and law companies participated in the event. Windkraft Ukraine Ltd. installed the first V-112 wind turbine with capacity of 3 MW produced by the Danish company VESTAS in Skadovskiy district, Khersonskiy region. It is scheduled for commissioning by the end of the year. On November 17, 2011 during an open meeting of the National Electricity Regulatory Commission of Ukraine the company Windkraft Ukraine was granted a license on energy production. According to Anatoliy Vlasenko, director of Windkraft Ukraine, eight more wind turbines of MW class are planned for installation next year on the territories between villages of Novorossiyskoe and Lazurnoe in Khersonskiy region. According to Mr. Vlasenko the first wind turbine was financed by investors themselves but in future they are considering the possibility of attracting credits from the European Bank for Reconstruction and Development (EBRD) and other banks."Ukrainskaya energetika"
On November 9th the European Wind Energy Association (EWEA) published a new report revealing that by 2020, the EU wind industry would avoid 342 million tonnes of CO2, equivalent to 31% of the EU's target of reducing emissions by 20%. If emissions avoided by other renewable electricity technologies are included, the equivalent of almost half (48%) of the EU's target of reducing emissions by 20% is avoided.The huge contribution of wind power shows it is possible for the EU to move from a 20% to a 30% emissions reduction target. If the EU was to move to a 30% target, wind energy could still provide the equivalent of 20% of the reduction. The report also analyses the impact of wind energy on the EU's Emissions Trading System (ETS) emission reduction targets and the international greenhouse gas reduction pledges.

On August 2, 2011 the European Wind Energy Association (EWEA) published its scenarios for onshore and offshore wind power deployment in the EU, ahead of the European Commission's Energy Roadmap 2050, due to be published later this year."Wind energy will more than triple its power output by 2020 with 194 billion Euros invested in European onshore and offshore wind farms in this decade", said Justin Wilkes, Policy Director of EWEA. On July, 11, 2011 an official commissioning of the first 10 wind turbines of Novoazovskiy Wind Farm took place in Donetskiy region, the Azov Sea coast.The investment project Novoazovskiy Wind Farm with total capacity of 107,5 MW implies installation of 43 wind turbines produced by the German company Fuhrlander AG with unit capacity of 2,5 MW on the territory of the existing Novoazovskaya Wind Power Plant. The project implementation is scheduled for 2010-2014. Currently 10 wind turbines with total capacity of 25 MW have been erected and commissioned. The implementation of the third phase of the project has been started, it involves commissioning of 32,5 MW. On June 17 2011 Verkhovna Rada of Ukraine introduced changes to the Article 171 of the Law of Ukraine “On Electrical Power Engineering” (concerning terms for stimulation of electricity production from alternative sources of energy).According to the new edition “the stated order to stimulate electricity generation from renewable energy sources shall be applied provided that starting from January 1, 2012 a specific weight of raw materials, supplies, fixed assets, works and services of the Ukrainian origin in the cost of construction of the relevant facility of the power sector that generates electricity from renewable energy sources is not less than 15 percent; starting from January 1, 2013 – 30 percent and starting from January 1, 2014 it makes 50 percent.
