Bonn/Comibatore (WWEA), 7 February 2012 - The world market for wind turbines set a new record in the year 2011 and reached a total size of 42 Gigawatt, after 37,6 Gigawatt in 2010. According to the preliminary data gathered by WWEA and published on the occasion of the 3rd WE20 by 2020 conference in Coimbatore/India, the total capacity worldwide has come close to 239 Gigawatt, enough to cover 3 % of the world's electricity demand. Amongst the individual countries, China kept its strong position reached a similar amount like in the previous year 2010: China installed around 18 GW of new wind turbines within 2011, coming to a total capacity of 63 GW, more than one fourth of the global wind capacity. On December 10, 2011 Kyoto Protocol member states reached a basis agreement called Durban Platform.It was expected that the Durban conference will result in signing of a framework agreement but last minute the parties agreed to prolong Kyoto Protocol for second commitment period. Parties to this second period will turn their economy-wide targets into quantified emission limitation or reduction objectives and submit them for review by May 1, 2012. The general goal of the second period is reduction of greenhouse gases emission for 25-40%. Ukraine obliged to cut its emissions for 20% till 2020 compared to 1990, and for 50% - till 2050. Next climate conference in Qatar will approve these quantity goals for emission reduction as amendments to the Kyoto Protocol. The second period will continue till 2017 and the new climate protocol shall come into force as of January 1, 2020. On November 18, 2011 the Parliament of Ukraine passed the Law No 4065-VI “On Amendments to the Article 17-1 of the Law of Ukraine “On Electric Power Engineering” regarding determination of ratio of Ukrainian goods in the value of construction of electric power industry objects.The Law specifies that obligation as to 15% of the Ukrainian component as of 2012 will apply only to such objects construction of which began after 01.01.2012 and commissioning took place before 01.01.2013. Similarly, requirements about 30% and 50% will apply only to such objects construction of which began after 01.01.2012 and commissioning took place after 01.010.2013 and01.010.2014, respectively.
