On 10 December 2015 National Commission on State Regulation of Energy and Utilities in Ukraine (the “Regulator”) adopted a procedure to determine the local content to obtain bonuses to Green Tariff (the “Procedure”), Resolution № 2932. The Procedure has been registered by Ministry of Justice of Ukraine on 22 January 2016, published by the Regulator and entered into force only on 26 February 2016. According to the Procedure, an electricity producer may receive a bonus if submits the following documents: an explanatory note; the calculation of the level of use of Ukrainian equipment; certificates of Ukrainian origin; confirmation of ownership/use rights in the respective elements of equipment; The Regulator shall consider a submitted package of documents and pass a decision within 30 calendar days from the date of their submission. The Summary of the 2016 Small Wind World Report indicates that 2014 brought a recovery but it was still challenging year for the small wind industry. World market for small wind turbines reaches 830 MW, a growth rate of 10,9 %, after 10,4 % in the previous year. FITs in UK and Italy boost markets, under 15kW segment adversely affected. As of the end of 2014, a cumulative total of at least 945’000 small wind turbines were installed all over the world. In terms of installed capacity, China accounts for 41% of the global capacity, the USA for 30% and UK for 15%. Five countries (Canada, China, Germany the UK and the USA) account for over 50 % of the small wind manufacturers. The round table devoted to the construction and operation of two wind power plants in the Kherson region, namely Overyanovskaya WPP and Novotroitskaya WPP with a total installed capacity of 140 MW, was organized by wind project developers Vindcraft Ukraina and Vindkraft Tavria under support of the Ukrainian Wind Energy Association (UWEA) and a Research and Production Enterprise "Ecodefence".
