For the first time for their activities the internationally recognized German Wind Energy Institute DEWI held a "master class" for the national wind power market participants.DEWI seminar “Development of Wind Parks” successfully took place on November 6th, 2013, in the framework of the 5th International Investment Business Forum on Energy Efficiency and Renewable Energy. The organizers of the event were Ukrainian Wind Energy Association and DEWI GmbH (a UL company) under support of the State Agency on Energy Efficiency and Energy Saving of Ukraine. On October 24, 2013, the Parliament of Ukraine adopted the Draft Law of Ukraine № 0916 of 12.12.2012 "On the Basis of the Electricity Market Functioning in Ukraine" in the second reading (hereinafter referred to as - the “Law”). The Law is the result of a long-term work on preparation for the transition of the energy market of Ukraine into the European Community generally accepted principles. The Law aims at liberalizing the electricity market model of Ukraine and creating an effective competitive electricity market including the essential requirements of the EU legislation. The World Wind Energy Association (WWEA) has recently released Half-Year Report 2013. The main provisions of the report include: 14 GW of new installations in the first half of 2012, after 16,5 GW in 2012. Worldwide wind capacity has reached 296 GW, 318 GW expected for full year. Dramatic slump in US leads to global decrease, partly compensated by new markets. China has reached total capacity of 80 GW.
Renewable Energy forum REF 2013, organized by IBCenter and APEU took place in Kiev on October 15-16, 2013. The Ukrainian Wind Energy Association acted as media partner of the event.In his speech Andrei Konechenkov, Chairman of the UWEA and Head of the CIS Wind Committee of the World Wind Energy Association, focused on the current status of wind energy sector in Ukraine: "In Ukraine now we have a paradoxical situation in the wind sector: on the one hand there has been an attractive " green " tariff for electricity generated from the wind since 2009, on the other hand, the updated Energy Strategy of Ukraine till 2030 not only significantly underestimates the share of wind power in the energy mix of the country, but also provides for strict limits on new wind capacities in the country . Cumulative offshore wind capacity will increase more than fivefold to reach 37 GW by 2022, аccording to Douglas Westwood. The market is predicted to grow steadily over the next 10 years, adding on average 3,2 GW each year, with the UK, Germany and China accounting for 64% of all offshore wind installations. No major project delays, 2013 will be record year for the global offshore wind industry with over 2,7 GW of new installed capacity. Germany is anticipated to become the largest offshore wind market with 9 GW of capacity, while the UK should reach nearly 8GW. This is well below the UK’s target of 18 GW by 2020. Douglas Westwood expects the Chinese market to add on average 600 MW of new capacity each year and reaching 6,7 GW by 2020. This also falls short of China’s own projections of 30 GW by 2020. Bonn/Kiev, 19 September 2013 (WWEA) – WWEA members from several CIS countries have decided to create a special working group in order to intensify their cooperation on regional issues. Recently, the WWEA Board has approved the establishment of the WWEA CIS Committee. The leading wind energy experts from the CIS countries will concentrate their efforts, knowledge and experience to promote widespread dissemination of wind technologies in the region as well as to identify existing barriers to the creation and successful development of the wind sectors in the countries of the former Soviet Union. The establishment of the CIS Wind Committee within the framework of WWEA will help to provide information and consultation assistance to the developing wind markets in the CIS countries through the leading wind experts from within and outside the region. On 6 September 2013 the European Bank of Reconstruction and Development (EBRD) held in Moscow a public discussion of the draft EBRD Energy Sector Strategy. The UWEA delegated Yaroslav Petrov, Asters law firm, to participate in the public discussion on behalf of the organization. The effective EBRD Energy Sector Strategy was adopted in 2006. The new strategy will be used during 2014-2018. In accordance with the draft EBRD Energy Sector Strategy, the bank will continue supporting renewable energy projects, including in the wind energy sector. Additionally, the EBRD plans to invest into advanced smart-grid infrastructure, new renewable technologies and sustainability of the renewable energy sector. Russian solar energy industry as the sector of clean technology finally is entering the stage of practical implementation. On September, 30 "Trading System Administrator of the Wholesale Electricity Market" will announce the results of the first competitive selection of investment projects for the construction of generating facilities in Russia, operating on the basis of renewable energy sources. Companies planning to build solar power plants in Russia could apply their applications from the end of August to the 10th of September. Considering creation of a legal framework for state support of renewable energy in Russia this year, project selection opens up new perspectives for the construction of solar and wind parks in the coming years.
